This is a proportion question. 99 is 9 times as much as 11, so Margaret needs 9 times the amount of syrup. 9 x 1/3 = 3 cups (answer A)
You could set up the proportion in several ways, as long as the inputs are consistent (you can tell if they're not if the result doesn't make sense).
Ex: 99/11 = x/(1/3) Cross-multiply: 11x = 99(1/3) = 33, so x = 3 cups
