The range is all the possible values y can take. You are correct that the minimum of y is 1.

From the graph you have added though, the function goes all the way up to 3. Th maximum value y can take is then 3.

Both of these points are included. The dot at 1 is colored in, and the maximum of the graph appears to reach 3, so in interval notation, this should be [1,3].
