2x+1/y=3 (for y)

If you mean (2x+1)/y=3
First, multiply both sides by y
2x+1=3y
To make as an expression equal to zero, then 2x+1-3y=0
Without another equation to use the substitution method, I cannot solve for both variables. What were they asking for?

If taken as written and not (2x+1)/y=3:
2x+1/y = 3
Multiply both sides by y
2xy+1 = 3y
2xy -3y = -1
y(2x-3) = -1
y = -1/(2x-3) x≠3/2
