Looks like we may be missing some context, but I would imagine that C represents the cost of manufacturing x animals.
So for example, if you got the question, what is the cost of making 10 animals you would evaluate
13(10)+50 and put your answer in dollars.
Another question might say, what is the most animals you can make if you have $2000 to spend, so you would solve for x in the equation 2000= 13 x +50
