I'm assuming you are trying to solve for x and y? What you need to do is solve one equation for either x or y, and then plug that solution into the other equation.
y= 1-4x
so
y = 2x + 13 turns into 1 - 4x = 2x + 13
solving this leads to
6x = -12
x = -2
now we can use our value of x to solve for y!
y = 1 - 4(-2)
y = 9
so x = -2, y=9
