Recall that the equation for a line is y = mx + b. M is your slope so calculate your change in x divided by your change in y. If you take the time to plot the two points you will notice that it produces a negative slope. your change in y is 1 - 10 = -9 and your change in x is 3 - 0 = 3. So the Δy/Δx = -3. Now your equation is
y = -3x + b
Recall that your "b" is simply the y intercept or the point at which x=0. Therefore you've already been given that with the point (0,10), so you can skip to knowing that b = 10. However, there is nothing wrong with plugging either of these points into the equation and solving for b. Either way you are left with the following:
y = -3x + 10
Try plotting this and double check that it makes sense. That it crosses through both given points, that the slope is negative etc.
Hope this helps.
