In U.S. English, we use double quotation marks rather than single quotation marks for such usage. (In the UK, single quotation marks are usually preferred.)
The reason to use quotation marks to set off names is that your reader will more easily see the start and end of the given name. This is essential when a name is not fully capitalized. Here are two examples:
She married Adam Smith in 2002, after which she became known as "Carla Maze Smith." Some people even called her "Carla, the wife of Adam."
When he joined the company, he was often referred to as the "Accountant with the Magic Red Pencil."
