any parallel line has the same slope
a parallel line through the point (-5,0)
is 0=-45(-5) + b
b = - 225
the parallel line is
y=-45x -225
UNLESS maybe you meant to write -4/5 not -45?
then
y=(-4/5)x +b
0=(-4/5)(-5) +b
b = -4
y= (-4/5)x -4 is the parallel line through (-5,0)
