You should have been given a point-slope formula in class that looks like this:
y - y1 = m* (x - x1) where x1 and y1 are the coordinates of a point on the line, m is slope of the line. x and y are variables, so don't change them into numbers.
The question tells you the line includes the point (-7,-9) so replace x1 by -7, y1 by -9. The slope is 1/9, so replace m by 1/9.
Put that together and the point-slope equation will be:
y - -9 = (1/9) * (x- -7) which is: y + 9 = (1/9) * (x + 7)
