First equation:
5x - 4 ≤ -9 add 4 to both sides
5x ≤ -5 divide both sides by 5 (note: you are NOT dividing BY a negative, so don't flip the sign)
x ≤ -1
Second equation:
13x - 6 < 7 add 6 to both sides
13x < 13 divide by 13 to both sides
x < 1
Both together: x ≤ - 1 OR x < 1
This means x is greater than or equal to -1 OR x is less than 1. If you plot this on a number line it includes all numbers. So x can be anything. x is all real numbers, and you'd shade in the entire number line.
