If you were to break down the question into its individual parts you can translate it into math very easily.
"A number"
a generic number that we don't know, let's call it x
"increased by 10"
add 10
"is at most 75"
equal(from "is") to or less than(from "at most") 75
After combining all of these parts you get x + 10 ≤ 75
