Parallel lines have the same slope. This means the equat and yion of the line you'll generate that goes through point (-3, 11) will have the same slope of the line given in the problem. m = 8/3
Once you have the slope, and a point on the line, you can use point-slope form to generate the equation of the line.
y - y1 = m(x - x1)
where x1 and y1 are found in the given ordered pair, and m is the slope.
Plugging in the values,
y - 11 = (8/3)(x - - 3)
Solving for y,
y - 11 = (8/3)(x + 3)
y - 11 = (8/3)x + 8
y = (8/3)x + 19
