y intercept = (0,9)

y = -2x/5 + 9

x intercept = (5/2)(9) = 45/2 = 22.5 = (22.5, 0)

It's a downward sloping line, never in quadrant III. Line segment connecting the intercepts in quadrant I. The rest of the line in quadrants II and IV.
