let n = the numerator
n+4 = the denominator
So your fraction is
n/(n+4)
The second step says that if they are both increased by 8 the result is 8/9, so you just add eight to both
n+8/(n+4+8) = 8/9
Now cross multiply both sides to get
9*(n + 8) = 8*(n + 12)
9n + 72 = 8n + 96
n = 24
n + 4 = 28
and your original fraction is
24/28
As a check, add eight to both and you'll get
32/36 = (4*8)/(4*9) = 8/9
