I believe you are looking for "democracy", in which everyone gets a vote. The problem with pure democracy is that at a certain point too many people and too many issues inhibit the process by becoming unfeasibly laborious. That is why delegation of responsibilities occurs, resulting in a "democratic republic" like the US. The belief is that we elect officials who we agree with and will continue to support the same ideas, acting in our favor. So, even though the current political land is a mess, "democracy" is the answer you are looking for.
Other systems include feudalism, communism, totalitarianism, oligarchies, and monarchies. The only other contender could be communism because it's supposed to equalize income and provide for those that aren't able to contribute. However, the people have less choice in their lives so I would argue that it doesn't really work for the individual. Communism is more concerned with survival of the masses instead of listening to the people.
So, I guess you really need to know what you teacher considers "best interest", survival of many or happiness of many?
