Need a math tutor? I am a local Albany State Univ. math tutor
The line passing through (0,4) and (0,3)
has slope (3-0)/(0-4) = -3/4
The parallel line must have the same slope of -3/4
It passes through (0,-2)
So y=-2, x=0 and M=-3/4
The equation of any line is
y --2= -3/4(x-0)
y+2=-3/4x
y=-3/4x-2
