f(x) = 5x - 8x^2 + 13x^3/(-cos x). Find f ' (x)

Being forced to use "/" to create a fraction forces you to use grouping symbols for clarity. Most like this is intended to be (5x-8x^2+13x^3)/(-cos x), but it could be interpreted as 5x - 8x^2 + (13x^3)/(-cos x).
