Drea, if I am understanding the question correctly, the answer is C. In order for a list of ordered pairs to be a function, every x must have one and only one y. Since we have (1,2) and (1,3), this means that the x-value of 1 has two y's, which are 2 and 3.

A-is a function
B-is not a function as y=4 is related to two values of x i.e x=2 and x=3
C-is not a function as x=1 is related to two values y i.e. y=2 and y=3
D-is not a function except at the point x=2
