I know it’s incorrect, but I can’t say why…

Note the following sentence:


”His comment could be misconstrued that the movie was boring.”


My sense is that this sentence is incorrect. A correct sentence would be:


”His comment could be misconstrued to mean that the movie was boring.”


Please tell me specifically why the first sentence is grammatically incorrect and the second is correct.
