Hello Eric,
My guess is this a transversal question where there is a set of parallel lines with another line cutting through.
If this is the case: congruent means IDENTICAL which means 5 and 7 have the same measurement. These two angles would be diagonal to each other.
The angles for '1,3,5,7' are the same as '2,4,6,8' so 6 is congruent to 8 just as 5 is congruent to 7.
This is all based on a million questions just like this I have seen while teaching =-)
