When you cross-multiply you get 1,000x = 63,000,000. Divide by 1000 (cross off three 0's) to get x = 63,000 babies. Another way is to say that babies are 35/1000, or 3.5% of the pop'n. 3.5% of 1,800,000 = 63,000.
