As stated in the comments, you did not include figure A. But no matter, here's how you do it:

1. Find the (x,y) coordinates of each vertex of figure A
2. To each x coordinate add 3. To each y-coordinate add 4. So if one of the vertices was at (2,-1), it's translated position would be (2+3, -1+4) = (5, 3).
3. Do the same for every vertex, then connect them together to show the translated figure
