Quotation marks & commas for a hypothetical/ironic statement

I am an English speaker. Are the commas correct in the following example sentences? The text within the quotation marks are not actual quotes; however, the marks were added for emphasis, irony, or for a different meaning:


  1. ..."Hispanics are strongly encouraged to run for office", "recent graduates are strongly considered", and “moms only."


  1. Can one image being a juror and simultaneously an "other"?
