= (-1/2)(x^2 -8x + 16) +5 +8

= (-1/2)(x-4)^2 +13

global & local maximum point is (4,13)

there is no local or global minimum point as y approaches negative infinity

you might try graphing the function. It's a downward opening parabola, vertex=max = (4,13)
