The probability on the 1st draw (a four) is 4 / 52 or `1/13
Since the card is replaced there are still 52 cards in the deck for the 2nd draw.
The probability of a heart on the 2nd draw is 13/52 (13 cards in a suit) = 1/4.
The probability of a 4 then a heart is 1/13 times 1/4 = 1/52.
If you want to express that as a decimal: 0.019230769230769 repeating. Probabilities are always between 0 and 1 inclusive.
Converting that to a percentage you might state: There is a 1.9 % chance of these two events happening.
