In my experience, math is often easier than it appears. The sequence given follows n+1, or each number plus 1 equals the next number in the sequence. That being said, I would argue that your assumption is correct, and the missing numbers are 8 and 17.
The completed sequence with your answers and given the rule is n+1 would be 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20.
