What is the use of "such that"?

I don't know the use of such that in the quote above. Could I replace it with "to the extend that"?

Without seeing the full sentence where the phrase is being used, one can infer the use of "such that" is being used as a way of saying the human race will receive warnings before catastrophic events ("Most are") occur. "Such that" can be replaced with "to the extent that" for humans will be warned before anything catastrophic/fatal occurs.
