simplest equation: y=180t + 4770
but you want a slightly more compllicated equation by making zero year 1990 instead of 1991.
so that shifts the t value right one unit on the graph
y= 180(t-1) +4770
y = 180t +4590
y = 180t + 4590
y=180(1) +4590 = 4770
y=180(6) + 4590 = 5670
