Why make it more complicated than it needs to be?
Yr. Pop'n
0 46,000
1 45,600
2 45,200
3 44,800
4 44,400
5 44,000
6 43,600
7 43,200
8 42,800
Looks like it's at 42,800 at the end of the 8th year. Don't think the equation needs the "-1" component.
