Uh oh, a complex word problem with more information than we need. Let's break it down.
12.21 + 12.79 = $25 in purchases
25 - 25 = $0 in change, buuuuuut, Sheila's purchases were more than she had in her pocket.
12.21 - 10 = $2.21 Sheila owes Carla.

asked 07/08/22Sheila and Carla enter into Dillards with $25.00 between them they want to purchase a few items together. Sheila has $10.00 dollars, and Carla has $15.00 dollars. Sheila's purchases come to $12.21. Carla's purchases come to $12.79. How much change does Dillards owe them? What does Sheila owe Carla?

Math, microeconomics or criminal justice
Sheila owes Carla $2.21
Dillards owes neither anything
together Carla & Sheila had $25. together they spent $25
Dillards sold them $25 worth and got $25 in return, coming out even, with no change
Sheila started with $10 but spent $12.21. That 12.21-10 = 2.21 that Carla financed for Sheila
Sheila owes Carla $2.21
Carla spent $12.79
12.79 + 12.21 = $25

I am an incoming freshman at SBU and a 2022 graduate of Stuy.
We are first going to want to see whether they reached the $25 that they handed over to the cashier at Dillards.
And yep... $12.79 + $12.21 = $25, so Dillards doesn't owe them anything given that they took items worth $25 from Dillards and handed them that amount of cash exactly.
There are TWO ways to visualize the amount Sheila owes Carla:
1) All the money that was composed of both of their budgets was spent, therefore Carla needed to get her total goods worth of $15. She spent $12.79 instead so the missing amount from her budget that went to the other spender instead was $15 - $12.79 = $2.21. We can be sure Sheila spent it because there was no money left over.
2) Sheila spent $12.21 which was exceeding her budget of $10. Because all the money was spent and they didn't go overboard, we know that $2.21 or $12.21 - $10 needed to be obtained by her friend Carla's budget.
