A has 18 inches after 3 inches per hour
B has 24 inches after 2 inches per hour
it started snowing earlier at B
for example if it began snowing at B at noon, then at the rate of 2 inches per hour, it would take until midnight, 12am, to reach 12x2 = 24 inches
while it began snowing at A at 1 pm, then at 3 inches per hour, it would take 6 hours or until 9 pm to reach 6x3 = 18 inches
or if it began snowing at A at 6pm, and at B at noon, then it would reach A to reach 18 inches at midnight, same time as B reached 24 inches. 6 hour difference in when it began snowing
