Line is parallel to x-axis, if slope m equal 0 (there is no "rise").
(x, -2), where x is any number from (-∞, +∞).
For example: ... (-1, -2), (0, -2), (1, -2) ....

let x1=3 , y1=-2 and m(slope)=0
And Use the formula : y-y1 = m (x-x1)
Now plug in to get,
y-(-2) = 0 (x-3)
y+2 = 0
Therefore,y=-2
