Based on the problem you posted, you cannot get a license when you're 15, 14, 13, 12, etc. However, you CAN get a license from 16 and up. In other words, you can get a license when you're 16 years old OR when you're OVER 16 years old.
The inequality symbol that describes this is ≥ a.k.a "greater or equal than"
So if x if the age of all drivers in Ohio, their age has to greater than 16 OR equal to 16. You would represent it as
x ≥ 16
