Thank you, so if we're looking for a the perpendicular line to the x axis and through (5,-3)it will be 5 ?

It will be x = 5 (not just 5).

And FYI, a vertical line (such as x = 5) is considered to have NO SLOPE. Very different than a horizontal line that has a slope of ZERO.
