Hello James! For a very long time, all of Australia was under British control. That relationship formally ended in the 80s, Australia began doing more on its own. Moreover, the full name of Australia is the Commonwealth of Australia. Thus, it is still connected to England, and it is actually still under the monarchy. So the Queen is a head of state. Given this information, I would frame your answer in reference to this. You could argue that Australia was able to rise once it was fully independent. Many colonies had similar situations.
