6.825 = mean of Rome's data which is greater than all the data except the 21. 21 skews the mean to the right. It's an assymetrical distribution
6.575 = mean of NYC's data, which is greater than 6 of the 8 data points, except 21 and 7.5. It's also skewed but not quite as much
with highly skewed distributions the median is better than the mean. the mean is too skewed by outliers, which, ins some surveys may not even be reliable, or even possible.
median of Rome is 6.55 the average of the 6.5 and 6.6, the middle two numbers, 4th largest and 4th smallest
median of NYC is 5.1 the average of 5 and 5.2, the middle two numbers, 4th largest and 4th smallest
