C/100 = 4/3 cross multiply, or equivalently think of it as multiplying both sides by 300
300(C/100) = 300(4/3)
3C = 4(100) = 400
3C = 400 divide by 3
3C/3 = 400/3
C = 400/3 = 133 1/3 cats, round that off to 133 cats (otherwise there's a major animal abuse crime being investigated)
