While researching universities joe learns that a typical class at york university has 7 men and 4 women, and a typical class at the university of toronto has 19 men and 9 women. Do the universities have different ratios of men to women?

19/9 = 2.111... = 2 1/9

they're somewhat close, but different ratios

you could round them both off to nearest integer, and they'd be the same integer, 2
