We will ignore the note about them being thousands, as it doesn't matter for probability since they're all in thousands, but in other scenarios it might matter, so watch out for that.
There are 35 total single parents in the army per 99 single parents on active duty. If you pick one of these people randomly, you have a 35 in 99 chance of picking one, or 35/99 which equals ~35.354%
