Looks like decay because the factor being raised to the power is < 1. So every subsequent period will be 94.1% of the value of the previous period. The percentage rate of decrease is 100 - 94.1 = 5.9%. Not clear what's going on with the equations. 1st one looks like exponent is x. Is that a 2nd equation with no exponent, just times x?
