No, you are not. If this is a goal of yours, go for it! My father was born and raised in Mexico. He came to the U.S. at the age of 18. He was a green card holder for 53 years before he took the USCIS exam. He did so in his own language, Spanish. He became an American citizen before his death 2 years later. Do not wait that long! If it is a dream or goal of yours to become an American citizen, go for it! Hire a tutor to assist you or not. My father did not nor did he need to because he qualified for the "English Language Exemption."
