There are only three possibilities:

1) The person received more than 1 compliment that day (12%)

2) The person received exactly 1 compliment that day, (19%) or

3) The person received no compliments that day.

Since these are the only three possibilities, the percentages must add up to 100%. So 100 - 12 -19 shows that 69% of the people received no compliments that day. 1,323 * 0.69 = 912.87 so rounding up, 913 people received no compliments that day.
