The graph looks like the graph below except that I have included dots on the graph for the endpoints of the first two intervals:
The black dots are the interval -1 ≤ x ≤ 3 Can you see that the rate of change on f(x) is a less negative number than the rate of change on g(x)? That means f(x) has a "faster" rate of change than g(x) on that interval.
The grey dots are the interval -9 ≤ x ≤ 2 Can you see that the rate of change on f(x) is a positive number while the rate of change on g(x) is negative? That means f(x) has a "faster" rate of change than g(x) on that interval.
Repeat this on each interval.
