If your question was whether or not East Germany should be included in the US Marshall Plan, that's a different story because they technically did help Germany rebuild after Adolf Hitler's death and the Third Reich's subsequent defeat. The point I'm trying to make here is that the US and the Western Allied powers of the United Kingdom and France focused on West Germany, and the former even tried sending economic aid east, but Joseph Stalin's blockade forced the US to stop sending aid to his side of Germany and focus on theirs.
