unless you really meant (39,000+767)/1000

or maybe you meant (39+767)/1000
= 0.806
depends on where you have implicit parentheses
it's a little ambiguous as written
but I'd go with 39000.767, given English rules of grammar, which don't coincide with math rules so much. Who gave you this question? an instructor or a texbook? If the former, I'd watch out for him. He or She seems out to confuse people, unnecessarily. My best guess would be they failed to get their Ph.D, and still are angry over it, so they take it out on students
in order of likelihood of what your instructor wants is:
1st place: gold medal 39000.767
2nd place: silver: 39.767
3rd place: bronze 0.806
