a parallel line will have the same slope. The slope = the coefficient of the x term when the equation is solved for y. slope =-2/3
y = (-2/3)x + b. to solve for b, plug in the point (-3, 5)
5= (-2/3)(-3) + b
b = 5 -2 = 3
y = (-2/3)x +3 is the parallel line through the point (-3,5)
