First determine how much the item cost = $14 per pack. Then find how much money she has to spend = $60.
Divide the amount of money she has by the cost of the item. 60/14. Then you want to round it down to the nearest whole number. Why? Because you can not buy part of a pack. You must purchase the whole pack.
You can not round up because you only have a certain amount of money and can not spend more than what you have. 60/14 = 4.29 translates into being able to buy 4 packs.
