y = 2x + 3 has parallel lines that are y=2x + b where b does not equal 3
parallel lines have the same slope. The slope is the x term's coefficient when the equation is solved for y
y=-x/2 + b is a perpendicular line. Perpendicular lines have a negative inverse slope. negative inverse of 2 is -1/2. take 2/1 change its sign and flip it upside down to get the negative inverse. b can any real number for the perpendicular line.
