Hello, this is a good question. First: as far as the "what constitutes a cybercrime" 1) I suggest first reading up on the law, finding a source that explains it well, and then either paraphrasing in brief the main provisions of the law or quoting pertinent passages. One good (and sometimes, easy) way to do this is to check the Wikipedia article for the law, in this case. However, do not use the Wikipedia article for your school work, as Wiki is not acceptable for most assignments. However, you can check the sources Wiki used for their article, down below, scroll down to the end of the Wiki article to find the sources. In most cases, those are pretty good, and they can also lead you (perhaps) to the answer to your second question. However, I can guess the following:
2) Without knowing the exact assignment instructions, I am going to make an educated guess that this is a section where your teacher or professor wants you to think critically. So, in your opinion, in what ways does the law help people, in a sense, have more freedom? And, in what ways would this law restrict freedom?
Keep in mind that unless you are being asked to (literally) just summarize information, in most cases teachers and professors want to know what you think.
