If you look at the phase diagram, you will notice that you must increase pressure to maintain a particular phase at a higher temperature because melting/freezing and boiling/condensation are equilibrium processes. Industry seeks to optimize cost so while a higher temperature is theoretically possible, the amount of steel needed to contain the higher pressure costs more than the cost of refrigeration.
